- This section contains material related to the development of Swahili as a national language. The first two envelopes contain draft papers by Whiteley that became part of the publication of his book ‘The Rise of Swahili as a National Language’. Envelope SL55 contains many press cuttings in Swahili and English about the use and adoption of Swahili as a national language. SL 56 contains notes about the setting of a Committee for the promotion of Swahili as a national language and finally, in SL57 there is the United Republic of Tanzania Act to establish the National Swahili Council, enacted by the Parliament in August 1967.
