The author gives limited consideration to the form and origins of socialism in Africa and to the question of whether Tanzanians ruled by a Tanzanian president can truly be said to be ‘free.’ He reasons that having a Tanzanian leader is not only better than having foreign rulers, but also preferable to having no government at all.
