“...papers have been hard hit by the new tariff, but the import
of packing paper shows an increase of about 60 per cent., due in large
measure to the Conventional Tariff. Owing to a protest on the part
of Japanese manufacturers that paper, properly belonging to other
classes, was being brought in as packing paper, the customs have
decided that only paper weighing more than 30 grammes per square
metre can be entered as packing paper. The demand for domestic
paper continues to increase, and the Japanese mills have been very
busy throughout the year. The classes of paper, which will, however,
continue to be imported for some time yet are high-grade printing
paper, writing paper, parchment, paraffin and wax papers, and card-
board....”
