“...Customs, and of an
uncompleted kerosene tank installation by the Asiatic Petroleum
Company on the right bank of the river, there is little change
to record at Wuchow. The chief excitement of the port was
the eo-called opening of Nanning on March 18. Nanning was
declared open to foreign trade on the same conditions as
Chinwangtao, Yochow and Santuao, in the beginning of February,
1899, but the results have been very disappointing. What has
happened is this : An international trading mart half a-mile in
length has been established on the river bank, three-quarters of a
mile below the city, and here foreign trade is compelled to con-
centrate itself, and foreign goods, although they may be carried
to this mart on payment of one import duty, may not enter the
city of Nanning unless under transit pass, for which an additional
half import duty has to be tendered, or on payment of likin, while
native produce, if not covered by transit pass, cannot be exported
till it has shown a tung-shui," or collective...”
