“...been made in other conservancy projects, such
as the scheme for improving the navigation of the Liao River at
Newchwang, or that for constructing a breakwater in the harbour of
Chefoo.
Inland waters navigation.—Three cases concerning the rights of
British shipowners under the inland waters navigation rules were
decided, after more or less protracted negotiations between the British
and the Chinese authorities, in favour of the former. The number
of calling stations on the West River between Nanning and Pose
was extended from 3 to 10 ; cargo boats towed between Kiukiang
and the Poyang Lake were allowed to pay tonnage dues to the
Maritime Customs instead of the heavier port dues to the native
customs ; and lastly, the right was established for all steamers to
tow on the Siang River, i.e., between Hankow and Changsha....”
