"With the removal of quarantine restrictions in April, trade
revived in some measure, but heavy rains in the autumn, which
damaged the crops in the north-western part of the province of
Shantung, adversely affected the purchasing power of the people, who
were obliged to spend their surplus cash in supplying the shortage of
food-stuffs. To this may be attributed the poor trade in piece-goods
and the large import of flour, principally from Shanghai mills, as
shown in the table of imports. .
