The relations between His Excellency's Government and that of this Territory continue to be of the most friendly and cordial nature. A very sad case of shipwreck occurred in the waters of this Territory in November. A Japanese steamer, named the Ginsei Maru, whilst on a voyage from Antung to Chefoo with a cargo of silk and passengers, was caught in a gale and driven on the rocks at Cape Cod near the western entrance to the harbour of Weihaiwei. All the crew and passengers, numbering in all about 500, perished. The general condition of the affairs of this territory during the past year may be considered as satisfactory as circumstances permit. Whilst trade has not increased appreciably, the general standard of living among the Chinese population appears to be steadily improving. The harvests have been good, the people appear to be contented, and there has been but little...”
