This figure is identified in New York Public Library Collections (digital image ID 1239189) as "Cariktzi bassy [sarikchi-bashi], ou porte-turban du G. S. [Grand Sultan]".
General Note:
Katibı, or Katib-ı, originally from 'Katib-ı rumi' being an employee of a pious foundation, established by Süleyman the Magnificent founded in 1540, that was responsible for food supply in the holy cities. Katibı is a Turkish word for clerk. This style of hat was often associated with functionaries.
