nounces General Chang Yu-yun, command-
ing the Right Battalion of Hie Left Division
of the same Brigade, and Ta Tai, Manehu
Major of the Left Battalion of the said
Brigade, for cowardice, stating that when
they were detailed to take their men to
attack a robber fastness they first delayed
their march to an unconscionable degree,
and next, when in front of the fastness,
dared not lead an attack. The two officers
we hereby command to be cashiered as a

(2) Li Ping-heng, Governor of Shantung,
denounces a number of magistrates and
directors of studies belonging to the various
district magistracies of his province, for
incapaci y, avarice, or fraud. We hereby
cashier the accused officials as per list
handed us by the said Governor.
(3) The same Governor denounces Gen-
eral Peng Chin-yang, commanding the
front battalion of the Yellow River Con-
tingent, and Tu Yung-fu, Colonel com-
manding the rear battalion of the same
contingent for drawing the pay of dum-
mies n on the battalion roll for their private
aggrandisement, and also of having done
river embankment work in a slipshod man-
ner. Both the accused officers are hereby
degraded to the rank of First ('aptain and
removed in punishment thereof. The ex-
pectant Major Yen Ta-sui belonging t > the
River Conservancy Bureau is also accused
of wasting a l*t of government money on
useless river works, etc. The accused

the campaign in Kuldja (Ili) after the
reconquest of Chinese Turkestan to the
Imperial Rule, and ot his rank of full
magistrate restored to him n consequence,
with the exception of awaiting preferment
from the Board of Civil Appointments
instead of being sent to Honan as expect-
ant magistrate. In 1895 the accused came
to Tientsin and through the usual u go-
betweens n was engaged to and legally
married to a daughter of the late Chang
Lin, Second Captain of the Huhaiwu
battalion, near Peking. At the time the
accused got acquainted with one Huang
Chen, an expectant deputy magistrate, a
connection by marriage. Shortly after his
marriage, his mother-in-law, who was re-
ported to be quite well off came and lived
with her daughter the wife of Cheng Ting-
pih ;but eventually for some reason or
other removed again to Huang Chens
her son-in-law) house, and with her-
she removed also everything she

difficulty traced to Newclnvang, last winter,
arrested at that port, brought back to
Peking, and semenced to execution by the
Board of Punishments, lately. The follow-
ing are the names of the deserving officers
and the promotions accorded to each,
by special Imperial grace, in order to
stimulate their brother officers and men
of the gendarmerie to greater earnest-
ness and diligence in their duties:
Wu K*uei-lin, Lieutenant-Golonel of the
Right Battalion, Peking Gendarmerie, is
hereby ordered to be handed to i he Board of
War for special promotion ; Wu H^n-chang
and Wang We-huan, S-cond Captains,
brevet First Captains and decorated with

high officer reports the flight from his
post of a volunteer Second Captain and
hereditary noble of the 8th grade, belong-
ing to the Southern battalion of the Gen-
darmerie force of Peking, named Peh
Sung-nien, and the request that the said
refugee be cashiered for his conduct. The
request is granted aud the commander of
the said battalion is empowered to pro-
secute search for the runaway so that he
may be brought to punishment for his
misdemeanour. The Board concerned is
commanded to take note.
(4) Decree commanding that the deserving
officers whose names had been recently
recorded in the Grand Council for first;

that commands be issued insisting on a
thorough overhaul of existing regulations
and the establishment of stringent rules
for future guidance of all concerned, etc.
We hereby command the members of the
Imperial Clan Court to act coi'jintly with
the Imperial Schools Board and consider
the memorial in question and report to us
the result.

very and energy in capturing these des-
peradoes, in order that adequate rewards
may be granted to them. Further
those officers and men of the disciplined
battalion of Fengtien province who
assisted the gendarmes in capturing Ka"g
Pa-erh in Newchwang, and later on the
five members of his gang in other parts of
Manchuria, are also to be rewarded for the
effective aid given by them to the Peking

their camp there ran a mountain stream.
An attack was at once made on the enemys
camp and the troops crossed the stream to
be met by a storm of missiles, consisting
of arrows, stones slung from slings, and
bolts and bullets from matchlocks. As the
enemy had been joined by other tribesmen,
encouraged by the formers recent succes-
ses, they outnumbered the troops. So
the militia battalion of Mongpa was called
out to assist and the next night the
troops fording the stream stormed the
enemya camps killing a large number of
them. The enemy retreated and the
troops burned 300 to 400 of their houses
and captured a large number of spears
and swords and a quantity of skin rugs
and clothing of the savages. Ninety heads
were also brought back to camp by the
troops as trophies. The enemy twice again
made a stand against our troops, but were
defeated both times, losing thiiteen of their
headmen, who were decapitated on the
spot as soon as captured, in order to
strike fear into the ...”

desperadoes in the metropolis had called
forth our commendation on the occasion,
and in which we gave permission to the
said Commandant to send up a special
memorial asking for promotions and re-
wards for the above-noted officers and men
as soon as the sentences of the captured
bandits shall have been given out by the
Board of Punishments. We hereby com-
