“...denounces an act of violence by certain
civil and military ocials under him and
the arresting of innocent persona by them.
It appeared that Keng Hsunacting magis-
trate of Tsehsien, Shantung, while borrow-
ing grain from a commoner, Chao Hsing-
wang, and members of his clan, unwar-
rantably listened to a complaint made by
the said Chao Hsing-wang against the
people belonging to a village acrpsa the
Yellow River, in Kiaugsu province. Get-
ting assistance from Liu Chin.hsiangmajor
commanding a battalion at Tungtai village
the accused magistrate led the troops into
Kiangsu territory, raided some twenty
families of the innocent village Hnd carried
ofl* bound over thirty prisoners. It is
further averred that so cruel were the
soldiers in their treatment of the prisoners
that one of them died in gaol. This is a
very grave offence and we hereby cashier
the said acting magistrate and the eaid
major and they are to await trial for their
conduct.

IMPERIAL DECREES.
(1) We hereby appoint Sun Chia-nai to
be Chief Examiner at the D >ctor examina-
tions, and Hsu Shu-min, Hsii Hui-feng and
Wen Chib to.be Vice-Examiners.
(2) Appointing sixteen Hanlina to act as
assistant examiners on the same occasion.
(3) Yung Sh§ng and Chiang Shih-fen
are appointed Proctors of the Inner Divi-
sion of the said exHmination halls.
(4) Shu Tarti, Commandant of the Right
Battalion, a d En Pu, Commandant of
the Left Battalion, are hereby appointed
to police the precincts of the examination
balls during the above-named competitions
for the Doctor degree.
(5) Appointing some fifty Metropolitan
ocers to minor duties In the said exam-
ination halls.
