“... namely, the expansion of Tsingtau,
the opening of the Chinanfu (Tsinan) Railway and the competition of
Dalny in the Manchurian -market. These factors must, however, be
borne in mind in judging the trade of Chefoo at present, and therefore
the year's trade of 1910, although it compares so unfavourably with
that of 1909, afid can scarcely be called satisfactory, may yet be held
to have maintained the average of the past few years.
The net value of the trade in 1910 was 30,195,783 Haikuan taels,
equivalent, at 2s. 8-fed., the average Haikuan tael value for the year,
to 4,135,4222. The heavy decline from the level reached in 1909 was
fairly evenly distributed, being on the whole most marked with regard,
to native imports.

Foreign imports.—It will be seen that there was a decrease of some
20 per cent, in the total value of the net foreign imports. The chief
factor in this was the marked diminution in opium imports; with
this exception, the decrease seems to be fairly evenly distributed among
such articles as shared in it at all.
Opium.—Imports show a very heavy decline of some 80 per cent.

“...success
was started, towards the end of the year, in the exportation of the
native tobacco of the province, chiefly to Hankow, whence it is
re-imported in the form of these cheaper cigarettes now so largely
consumed by the Chinese. I understand that a large quantity of
this tobacco has already been thus exported—over 70,000 lbs. up to
the end of the year—'and that, if the plan appears likely to be
successful, special attention will be devoted to this new field of
business.
Exports.—The total value of these was some 15 to 20 per cent,
less than in 1909. The chief articles showing a diminished export
were pongees and raw silk, while there was a marked fallirig-off
in the less valuable commodities of bean cake, rush mats and straw
braid.
Pongees.—The decline in exports may be attributed to several
causes. One of these was the large stocks bought in anticipation of
the new duty in France ; another, the ill-advised action of the Chinese
in supplying goods of inferior quality or of reduced lengths...”
